  • Empowerment: Offering resources and programs that help individuals achieve self-sufficiency.
  • Safety: Providing a secure environment for those in our care.
  • Collaboration: Working together with other community organizations and volunteers.

Our History

Sisters Cold Weather Shelter (SCWS) began operations in 2018 with support from NeighborImpact, focusing on serving the unhoused population in the greater Sisters area during the winter months. Initially, local churches provided the shelters. In August 2020, SCWS became an Oregon 501(c)(3) nonprofit organization and has since worked to secure a dedicated shelter facility.

In January 2024, SCWS was called to action by the City of Sisters to operate an emergency overnight shelter during an extreme winter storm event. SCWS's mobilization and successful operation opened up doors for a more expansive and permanent future.

In Fall 2024, SCWS acquired the lease to a physical space for day-to-day operations. Through this, SCWS inherited Wellhouse Market, now known CORE Market. In addition, SCWS began Community Room services and opened up a Clothing Bank.

To better encompass the full breadth of operations, SCWS took on the name CORE, which stands for Community Outreach, Resources, and Emergency Shelter.
